Bristol Recycling Committee Minutes August 25, 2008

Paul reported that the selectmen want to begin single stream recycling as soon as possible. The committee discussed whether an RFP should go out or whether it would make sense to get started with Bestway and also send an RFP out for the long term. The committee agreed to begin with Bestway but do an RFP for the period of time until the COOP has built their single stream facility.
Mark reported on an operating meeting of the NRRC where single stream was discussed. The COOP will continue with it’s plans to build a single stream facility. The board voted to do a pursue a purchase and sales agreement on a specific location but Mark was not at liberty to tell the committee what location.
Mark handed out a proposed site consolidation design that is a modified version of the one currently on the town website.
The committee discussed how long it would take to get the word out and educate folks on single stream. The consensus was that single stream could begin in October and that getting all the work done before then would require weekly committee meetings which will begin after the holiday weekend. The committee discussed needing to do press releases for the record enterprise, newfound voice and other local papers to get the word out that single stream will be starting. Paul was going to contact Bestway to see when they could begin.
Mark noted that the transfer station will need another part time person (24 hours a week) when single streams beings to monitor dumping in the single stream compactor.
Paul reported on the transfer station permit monitoring that has been taking place and said that on Saturday about 10 -12 people were trying to use the transfer station who did not have transfer station stickers. Eligible tax payers were sold stickers. A comment was made that two officers were present and that one was probably sufficient.
The following items were discussed as educational initiatives
Mr. Ernie Duncan clarified through email that he would not be able to assist with the site engineering certification that will be required for the site consolidation. He did renew his offer to help build a model of the proposed new site for town meeting. It was discussed that a properly permitted site would have to be completely enclosed. The possibility of approaching PSNH again about a land purchase was discussed. The consensus was to recommend an RFP for engineering services on an hourly basis. A copy of the previously done statement of work was provided.
To date the town has made about $5500.00 for mixed fiber. To date the town has made $7,046.08 on it’s metal recycling. Mr. Walenda’s initiative was discussed and Mark said that our current metal recycler does do some separating of the metal when he picks it up and that the town benefits from that. 22-28 aluminum cans equal a pound.
The next meeting will be September 8, 2008.
